RWA uti-lizes an approach that looks at the whole pic-ture. We help clients eval-u-ate life cycle costs for best man-age-ment prac-tice (BMP) imple-men-ta-tion, assess-ing the avail-able options to help clients develop tech-ni-cally fea-si-ble, cost-effective stormwa-ter man-age-ment strategies.
Since source con-trol is the key to con-trol-ling cer-tain pol-lu-tants in a cost-effective man-ner, RWA empha-sizes the use of source con-trol prac-tices wher-ever pos-si-ble. Richard Wat-son works to pro-mote true source con-trol, and has served on teams tasked with coor-di-na-tion between indus-try and the stormwa-ter com-mu-nity, includ-ing help-ing to sup-port the bill recently passed to con-trol the cop-per con-tent in vehi-cle brake pads.
RWA Pres-i-dent Richard Wat-son is an expe-ri-enced liai-son between reg-u-la-tors and the stormwa-ter com-mu-nity. He has work-ing rela-tion-ships with many State Water Board and Regional Water Board mem-bers and staff in Cal-i-for-nia, as well as with area-wide munic-i-pal NPDES pro-gram staff, city and county rep-re-sen-ta-tives, con-struc-tion indus-try mem-bers, con-sul-tants, envi-ron-men-tal groups, USEPA staff mem-bers, and oth-ers involved with stormwa-ter qual-ity issues. He has tes-ti-fied numer-ous times before the Water Boards and USEPA on stormwa-ter and related top-ics, and has par-tic-i-pated in many Water Board pre-hearing meet-ings to address the con-cerns of clients and the reg-u-lated community.
Richard Wat-son has served on con-sul-tant teams pro-mot-ing true source con-trol, sup-port-ing efforts to edu-cate indus-try on the links between their prod-ucts or man-u-fac-tur-ing processes and water pol-lu-tion. He helped gain leg-isla-tive sup-port for the bill recently passed to con-trol the cop-per con-tent in vehi-cle brake pads, and has met with indus-try rep-re-sen-ta-tives in other sec-tors to con-vey the con-cerns of the stormwa-ter com-mu-nity. Mr. Wat-son is expe-ri-enced in work-ing to build con-sen-sus among appar-ently com-pet-ing inter-ests in order to move for-ward in col-lab-o-ra-tion toward a larger goal.
