Our geographical area stretches as far north as the Oregon border, east to the Nevada border, west to the Pacific Ocean, and South to San Francisco, Milpitas and Monterey.UPEC employs a professional full-time staff to represent employees in labor negotiations, all levels of disciplinary process, including administrative hearings, personnel boards and arbitrations. UPEC believes in building strong Labor and Management committees that promote positive relations and result in effective policy for the workers we represent. We believe that our members should have a full-time paid professional to represent their interests when the need arises. The local staff is hired by the Business Manager with the confirmation of the Executive Board. The local headquarters is located in Redding and is home to all of the staff except for our Law Firm located in Sacramento and our South Bay Area Labor Representative who works out of the east bay area. There are many issues that can affect an employee and their relationship with their employer. Here are the most frequently recorded cases that UPEC Representatives deal with throughout the year.Disciplinary Appeals, Job Classification & Reclassification, Counseling Memos, Performance Evaluations, Drug Testing, Family Medical Leave Act, Americans with Disability Act, Harassment, Health Insurance Issues, Internal affairs investigations, Layoffs, terminations, payroll and salary issues, medical leave, negotiations, Health and Safety Hazards, Pension and retirement issues, unemployment, contract and personnel rule violations, promotions, reorganization, reprimands, surveys, employee suspensions, transfers, unfair labor practices, bargaining unit modifications, violence in the workplace, work hours and scheduling. UPEC works with a number of State and Federal Agencies to resolve issues in the workplace. Department of Fair Employment and Housing (DFEH), National Labor Relations Board (NLRB), Public Employee Relations Board (PERB), Public Employee Retirement System (PERS), and Office of Safety and Health Administration (OSHA) to name a few.
